“The Landscape of Layers” proposes a new public space in Yeongdeungpo where the park and architecture are vertically interconnected. The new city hall is lifted above the ground on a horizontal plate, creating a three-dimensional public realm, while the ground level extends Dangsan Park into a civic plaza for citizens. Public service facilities are located above, while open communal spaces below encourage interaction between officers and visitors. Voids, stairs, green balconies, and horizontal eaves connect architecture and nature, allowing the building to function as an integrated landscape and a contemporary model of public architecture.
